When a window is moved by dragging and moving, no window can get the focus until a click is done. For example, crustace's dock doesn't show hover until a click (inside or outside dock) is done. The same for clicking inside an app, the first click will not work.

Another example: if you move a window dragging and put the mouse cursor on top of another window in order to move it; you have to click first the new window; otherwise the first will be moved
